IQ North Rhine-Westphalia

The ‘IQ North Rhine-Westphalia - OnTOP - Qualification program for immigrant academics in North Rhine-Westphalia’ project is run by the Otto Benecke Stiftung e. V. (OBS) through the State Network of North Rhine-Westphalia’s ‘Integration through Qualification (IQ)’ funding program. This State Network of North Rhine-Westphalia project is coordinated by the Westdeutsche Handwerkskammertag (West German Chambers of Crafts and Skilled Trades’ Council) in Düsseldorf.

For engineers and economists, the OnTOP/OBS qualification program offers coaching sessions over several weeks focusing on cross-culture workplace skills and the job market. Teachers are qualified, after several months of bridging activities in subject-specific theoretical and practical methods, to work as PGCE (postgraduate certificate of education) entrants in vocational colleges, with their role as teachers in Germany reinforced with cross-cultural knowledge. Through the offer of a practical training course, participants are equipped for a range of career-specific work as well as the initial start of a career in Germany. The biographical migration and career potential of migrant academics (with teaching and/or work experience in their countries of origin) is handled, evaluated and communicated in relation to job descriptions in Germany. The application process is supported through trade fair visits, company networking and internships. The qualification program is aimed at migrant academics who have obtained degrees abroad which are not viable or are of limited application in the regulated or unregulated professions in the job market.

The OBS fulfils the qualification schemes through its own project staff and in partnership with educational institutions and universities in North Rhine-Westphalia. The Otto Benecke Stiftung e. V. project collaborates with the Technical University of Cologne and Niederrhein University under the ‘OnTOP’ scheme which also undertakes qualification activities as part of the Recognition Act framework. Information on fields of study, further education structures and network partner locations are compiled on the corresponding country’s IQ network website.

Since 2005, the ‘Integration through Qualification (IQ)’ program has been working to sustainably improve job opportunities for adults from migrant backgrounds. During the 2014-2020 funding period, the program will be expanded to include the ‘European Social Fund qualification in the context of the Recognition Act’. The first two IQ priority areas of the IQ funding program (2019-2022) are funded by the Bundesministeriums für Arbeit und Soziales (BMAS) (Federal Ministry of Labour and Social Affairs) and the European Social Fund (ESF).
